Rep. George Till (D-Jericho) today released the results of the 2011 Vermont Physician Legislative Survey. Till conducted the survey with a Departmental faculty support grant from the University of Vermont College of Medicine. Doctor Till had assistance from Anastasia Coutinho MPH, UVM College of Medicine class of 2014.  This survey is the first of its kind, in that it was offered to all active licensed physicians in the state of Vermont and was not conducted by a governmental agency. Survey invitations were sent to 1686 licensed physicians, and approximately 610 physicians (36%) completed the on line survey.
 
The survey asked 25 questions. Thirty-seven percent (37%) of the respondents self-identified as primary care physicians. The respondents ranged in age from 29 years to 81 years old.
 
Below are the results sorted by all physicians first, followed by primary care physicians only and then specialty care physicians. Text responses to open ended questions follow.
 
 

 

 
The Vermont Legislature may consider both a single payer health system and physician assisted suicide/death with dignity legislation this session. Other issues include primary care workforce, anti obesity initiatives and a proposal by the Governor to end Catamount Health Care and roll those patients into the Medicaid program. As the only physician in the Vermont Legislature I would like to accurately represent the views of physicians. I am attempting to reach all practicing physicians in Vermont with this 25 question survey. The research is not funded by money from advocates. Physician assisted suicide/death with dignity legislation: The proposed legislation is not euthanasia. There are specific requirements and protections within the bill.
A) Only the individual themselves may request the physician to provide the prescription. They must make the request 3 times with at least one written request witnessed by two people who are not family members. No family member or other third party may make the request.
B) Two physician must certify that they believe the patient to be in the last 6 months of life with an incurable condition.
C) The patient must have a consultation with a palliative care specialist or be on hospice care.
D) The patient must be screened for depression and if depressed must be seen by a Vermont licensed psychiatrist or psychologist.
E) No physician or pharmacist must provide this service. Participation is voluntary.
